
Jim Carroll is a forensic practitioner and crime laboratory manager with nearly 30 years of professional experience.
As a practitioner, Jim’s primary area of expertise is firearm & toolmark examination and crime scene investigation/reconstruction. He is a graduate of the inaugural class of the National Firearms Examiner Academy (NFEA), having returned on many occasions to instruct. Jim is a Distinguished Member of the Association of Firearm and Toolmark Examiners (AFTE) and serves on its Board of Directors. He has published several articles in peer-reviewed journals and has presented his work at professional seminars. He is involved in the development of forensic science standards as a member of the Organization of Scientific Area Committees for Forensic Science (OSAC) and other working groups. Jim has testified as an expert witness over 200 times in state and federal courts.
As a laboratory manager, Jim has served as the Director of the largest fully-accredited municipal crime laboratory in the United States, leading a team of approximately 250 personnel in 12 accredited disciplines. Jim is actively involved in accreditation and quality management, and serves as a qualified technical assessor with the ANSI National Accreditation Board (ANAB).
